I see people make up for the weather by pairing them with leggings or opaque tights. Love, love, love the look when done right. As Angie and so many others have said, I really like the coverage these shorts provide over miniskirts. Makes the look much, much better IMO. I like the short shorts and boots look. In Texas you see the occasional person wearing this look with cowboy boots too, which I like. I actually like the picture in my mind of the longer twead shorts Angie.
I would probably not be comfortable with warm thighs and lower legs and cold bare skin in between, and anyway, that would be the only way to make this look work appropriate.
